Do Congress really think taxing some things more will deter their purchase?

Cigarettes have gone up $5.00 in taxes alone in the last few years and no one who has quit cites that as the reason(it's usually health concerns)."They're a drug, we're addicted!" is the fact of the matter, and the only way the majority are going to get off them for good is if it is mandatory to take some kind of program to quit, and that's not going to happen because(1) the money isn't there for it, and (2) it's a choice issue. We do still have freedom of choice here, right? And while I'm on the subject, why do we force smokers out of places? Why isn't it up to people who don't wish to be exposed to them to move their own arses and take responsibility for their own health?
