Is Warren G. Harding an underrated president?

When Harding took office in 1921,the unemployment rate was at 12%.Twenty nine months later,when he died,it was at 3%.He also ended the Depression of 1920-1921,and encouraged civil rights for African-Americans,even supporting an anti-lynch bill.(Which took guts to do!The second KKK's membership was at it's highest during the 1920s.)Most regard Harding as one of our worst presidents due to the many scandals in his administration,however,no evidence has ever been found that shows Harding was even aware of one of them...
